At GovTech, we want to reimagine how Product Management and Product Operations professionals learn, practise and grow — moving beyond traditional courses to practical experiences that build real capabilities.
We're looking for an experienced Product Manager who combines strong product thinking, technical confidence, creativity and a passion for developing people. You'll work with Digital Academy, practitioners, industry experts and other partners to turn professional standards into meaningful learning experiences and measurable improvements.
[What you will be working on]
This role sits within GovTech's Product Management Practice under the Government Technology Office (GTO) and reports to the Practice Head.
You'll help strengthen Product Management and Product Operations capabilities by identifying skill gaps, designing practical learning experiences and driving initiatives that help practitioners become better at their craft.
Your goal is simple: turn learning into stronger capabilities that practitioners can demonstrate at work.
1. Build Capability Pathways That Matter
- Translate Product Management and Product Operations career schemas into differentiated learning pathways, practical assessments and workplace experiences.
- Use proficiency data, practitioner feedback and emerging industry needs to identify and prioritise capability gaps.
- Partner with Digital Academy to co-design learning tailored to different proficiency levels, career transitions and real product challenges.
2. Reimagine Learning Through Partnerships
- Experiment with product clinics, mentoring, peer learning, simulations and AI-enabled learning experiences.
- Bring real product experience into learning through case studies, storytelling and hands-on challenges.
- Collaborate with Community Managers, industry experts, other Practices and learning partners to make learning engaging, accessible and relevant.
3. Drive Execution and Measurable Outcomes
- Lead capability initiatives from planning to delivery, managing stakeholders, budgets, timelines and operational requirements.
- Co-own an outcome-based capability scorecard with Digital Academy, tracking proficiency gains, workplace application, product-team effectiveness and value for money.
- Use evidence to continuously improve, scale or discontinue initiatives based on results.
[What we are looking for]
1. Strong product and technical foundation:** At least 7 years of relevant experience in Product Management or technology, with a background in Computer Science or a related field. Understands Product Management and Product Operations.
2. Self-starter and problem solver:** Takes initiative, navigates ambiguity, challenges assumptions and turns ideas into action.
3. Data-driven and outcome-focused:** Uses evidence to make decisions, measure impact and improve effectiveness.
4. People person and strong collaborator:** Builds trusted relationships, influences stakeholders and brings partners together.
5. Creative storyteller:** Simplifies complex concepts, communicates clearly and inspires people to learn and apply new skills.
6. Positive and growth-oriented:** Curious about technology and AI, enthusiastic about experimentation and committed to continuous improvement.
7. Experience in capability development, learning design, programme management or industry partnerships is an advantage.

About this role
GovTech is building a Product Management Practice designed to strengthen how product professionals across the Singapore Government learn and grow. This Senior Product Manager role sits at the centre of that effort, working under the Government Technology Office to translate product management expertise into practical capability development that sticks. Rather than running traditional training, you'll design differentiated learning pathways, run capability initiatives from concept through measurement, and partner with Digital Academy and industry experts to make learning relevant to real product challenges practitioners face at work.
The role demands someone with at least seven years of product or technology experience—ideally with a Computer Science background—who thinks like both a builder and an educator. You'll need strong product instincts and technical confidence, but equally important is your ability to diagnose capability gaps, design engaging learning experiences, and track whether they actually move the needle. This means balancing creativity in how you frame learning (case studies, mentoring, simulations, AI-enabled tools) with rigour in measuring outcomes: proficiency gains, workplace application, and team effectiveness.
You'll thrive here if you're a self-starter comfortable with ambiguity, genuinely interested in developing people, and energised by working across teams and partnerships. Prior experience in capability development, learning design, or programme management would be valuable, but what matters most is your drive to turn ideas into action and your commitment to continuous improvement. This is in-office work in Singapore, part of an organisation explicitly focused on building technology for public good.
