About this role
GovTech is seeking a Deputy Director to establish and lead product management capability across Singapore's Institute of Higher Learning (IHL) sector. You'll be forward deployed to an IHL agency, working at the intersection of education policy and digital transformation, where you'll drive the shift from project-based delivery to a sustainable, product-centric model for Learning & Skills capabilities. This is a leadership role with significant ownership: you'll define product vision and strategy, align priorities across multiple IHL stakeholders and MOE headquarters, and own the full lifecycle from discovery through adoption and continuous improvement.
The ideal candidate brings at least 10 years of experience in product management, digital transformation, or enterprise systems leadership, with a proven track record building product capability and leading large-scale initiatives across multiple stakeholder groups. You'll need the ability to translate strategic direction into coherent, scalable solutions while working closely with architects, designers, engineers and delivery teams. A background in IT, Computer Science, Business, Education, or Engineering is expected, along with demonstrated success moving organizations away from legacy, project-based arrangements toward modern product operating models.
GovTech offers a full-time, in-office role embedded in the public sector's digital transformation mission. The agency provides market-competitive total rewards including flexible work arrangements where feasible, wellness programs, and robust learning and development opportunities. This is a purposeful position for someone ready to shape how Singapore's higher education institutions deliver digital services at scale.
