Digital Academy helps GovTech officers build the capabilities they need to perform effectively and grow professionally.

We are reimagining learning beyond traditional courses, creating practical, engaging and outcome-driven experiences that help officers develop proficiency and apply their skills at work.

We are looking for a technically credible, analytical and data-driven Curriculum Manager who is also a thought leader, educator and strong Practice partner.

You will own the Data Engineering and AI curriculaum, working with Practice Leads, practitioners and industry partners to identify capability gaps, challenge assumptions and design learning that delivers measurable outcomes.

You should be equally comfortable sparring with technical experts, architecting curricula, designing content, teaching, facilitating workshops and using data to drive decisions.

This is a hands-on role for someone who takes initiative, brings fresh ideas and enjoys turning challenges into meaningful learning experiences.

[What you will be working on]

  • Thought Leadership & Practice Partnership: Bring informed technical perspectives, challenge assumptions and work with Practices to identify capability gaps and prioritise learning investments.

  • Curriculum & Content Architecture: Structure learning pathways, content and assessments across proficiency levels. Identify what to build, reuse, curate or retire, ensuring learning is coherent, relevant and aligned with Practice standards.

  • Curriculum Quality Assurance: Drive curriculum excellence by establishing and applying standards for pedagogical approaches, learning content, assessments and programme effectiveness, including learning developed by external partners.

  • Content Design & Development: Personally design and develop engaging technical content, labs, case studies and learning experiences across digital, classroom and workplace settings.

  • Assessment Design: Design practical assessments to establish baseline proficiency, measure capability development and evaluate the application of learning in the workplace.

  • Training & Facilitation: Deliver training, facilitate workshops and simplify complex technical concepts through practical examples and storytelling.

  • Data & Outcomes: Analyse capability gaps, assessment results and workplace evidence to measure proficiency uplift, evaluate effectiveness and recommend what to improve, scale or stop.

  • Learning Retention & Transfer: Use assessment data, learner feedback and workplace evidence to evaluate knowledge retention, transfer of learning into practice and sustained capability improvement over time, informing ongoing curriculum improvements.

  • End-to-End Ownership: Drive curriculum from discovery to delivery and continuous improvement, collaborating with Programme Managers, Operations, technical experts and learning partners.

[What we are looking for]

  • At least 7 years of relevant experience in Computer Science, Data Engineering, AI, Software Engineering or related technical fields.

  • Strong technical knowledge and hands-on experience in Data Engineering, AI, machine learning or generative AI.

  • Experience architecting curricula, structuring learning content, designing technical learning and facilitating training.

  • Analytical, data-driven and outcome-focused, with strong critical thinking skills to diagnose problems, challenge assumptions and turn insights into measurable improvements.

  • A self-starter who takes ownership, drives initiatives independently and follows through to deliver results.

  • Positive, enthusiastic and growth-minded, with intellectual curiosity and a genuine passion for developing people.

  • Excellent communicator and storyteller, able to simplify complex concepts, engage audiences and influence stakeholders.

  • Confident and collaborative, able to build strong partnerships and spar constructively with senior technical practitioners.

  • Creative and resourceful problem-solver, willing to question conventional approaches, experiment and find practical solutions.

  • Adaptable and resilient, comfortable navigating ambiguity, competing priorities and a fast-changing technology landscape.

[What Success Looks Like]

  • Capability uplift: Officers demonstrate improved technical proficiency and apply their skills at work.

  • Coherent curriculum: Learning content and pathways are structured, reusable and aligned with Practice standards and proficiency levels.

  • Trusted partnerships: Practices value your technical thought leadership, constructive challenge and evidence-based recommendations.

  • Measurable impact: Learning investments are evaluated using data, with programmes continuously improved, scaled or discontinued based on outcomes.

Our principle: We don't just deliver courses. We develop capabilities that make people better at what they do.

About this role

GovTech's Digital Academy is building a learning function that goes beyond traditional training—designing practical, measurable capability development for the government's tech workforce. As Lead Curriculum Designer, you would own the Data Engineering and AI curriculum end-to-end, working with technical practice leads and practitioners to identify capability gaps, architect coherent learning pathways, and design assessments that measure real proficiency uplift. This is a hands-on role combining strategic thought partnership with direct execution: you'd personally develop technical content and labs, facilitate workshops, establish curriculum quality standards, and use data to evaluate what's working and what needs to improve.

The role suits someone with at least seven years of technical depth in Data Engineering, AI, machine learning or related fields—not just theoretical knowledge, but hands-on experience you can draw on. You'd need strong curriculum design and facilitation skills, but equally important are the softer capabilities: the ability to think critically and challenge assumptions, communicate complex ideas clearly, build trust with senior practitioners, and stay resourceful when priorities shift. This is for a self-starter comfortable with ambiguity who genuinely enjoys developing people and sees learning as a strategic lever for organisational capability.

Success here means officers visibly improve their technical skills and apply them at work, your curriculum becomes a reusable standard across practices, and your recommendations are trusted because they're grounded in data and evidence. You'd be based in-office in Singapore, working full-time for a government agency genuinely committed to digital transformation and giving you the space to experiment and iterate on what works.
