LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About this role
Dexis Consulting Group is seeking a Technical Advisor to embed within Uzbekistan's Center of Sanitary, Epidemiology, and Welfare (CSEW) under the DOS LEAP Global program. You would work directly with the Director of CSEW to strengthen the country's laboratory systems in line with Joint External Evaluation recommendations and multiple national action plans addressing health security, antimicrobial resistance, emergency preparedness, and zoonotic disease control. This is hands-on technical work—not remote oversight—requiring you to be present in Tashkent and engaged daily with government staff and multisectoral partners.
The role centers on translating global health security frameworks into operational reality. You'll analyze and prioritize laboratory systems strengthening recommendations, support the design and evaluation of lab procedures and quality management systems, develop policies and protocols, and conduct training to build CSEW capacity. You'll also coordinate across government entities (veterinary services, emergency response) to foster an integrated cross-sectoral approach and report progress to the U.S. Department of State quarterly.
This position suits someone with an advanced degree in laboratory sciences or public health and at least five years of direct experience in laboratory systems strengthening and public health work—ideally in post-Soviet health environments. You should be comfortable with laboratory quality management systems, skilled at translating recommendations into actionable strategies, and able to work effectively within government bureaucracies while maintaining strong relationships with U.S. partners.
