About this role
TeleSolv is looking for a consultant to guide South Dakota through a major modernization of its SNAP EBT system, a multi-year engagement running through 2029. You would own the full lifecycle—from drafting and refining the request for proposals, to evaluating vendor responses, to developing implementation plans and overseeing rigorous system testing before launch. The role demands someone who can translate complex federal requirements (including the Agricultural Act of 2018, FNS Handbook 901, and Quest operating rules) into clear procurement and technical documents, while keeping the project on track against Government deadlines.
This is a hybrid position based in Pierre, requiring deep expertise in SNAP EBT operations, public-sector procurement, and system testing. You'll need to be comfortable writing Advanced Planning Documents, designing proposal-evaluation frameworks and scoring methodologies, preparing evaluator training materials, and developing comprehensive test plans covering unit, integration, performance, and user-acceptance testing. Strong technical writing and the ability to coordinate independently across Government representatives, vendors, and internal teams are essential.
The salary range is $90,000 to $130,000. This role suits someone with prior experience in Government IT procurement, benefits-program administration, or large-scale system implementation projects who can manage competing priorities and communicate effectively across both business and technical audiences.
