About this role

Luster National is looking for someone to manage cost accounting and program administration for a major public infrastructure rebuild initiative in Los Angeles. You'd oversee cost tracking and reconciliation across multiple heavy civil projects—highways, bridges, transit, airports, water systems—funded through various sources and delivery methods. Beyond standard cost accounting, you'd design and run the day-to-day rebate program, building in controls that ensure every payment stays eligible and audit-ready while protecting applicant data and explaining requirements to the public and staff.

This role demands deep expertise in public sector financial management. You'll need at least ten years in cost accounting or program finance, with five of those in the public sector, plus a proven track record establishing cost structures aligned with agency methods, designing reimbursement programs with proper controls, and preparing reports for management and oversight bodies. A bachelor's degree in accounting, finance, or related field is required; a CPA or CGFM, master's degree, and knowledge of federal reimbursement frameworks like FEMA Public Assistance are preferred. You should be highly proficient in Excel and the Microsoft Office suite, with strong communication and problem-solving skills.

The position is full-time, in-office in Los Angeles, with a salary range of $120,000–$165,000 annually. Luster offers comprehensive benefits including unlimited flexible time off, paid parental leave, health and wellness coverage, a 401(k) with employer contribution, $2,500 annually for professional development, and perks like free financial planning and nutrition support.
