- Review baseline and update schedules for critical path, logic, and sequencing, and quantify the effect of delays and changes on the contract completion date.
- Coordinate the program’s inspection, materials testing, and quality assurance staff, and verify that installed work and submitted quantities match approved documents before payment.
- Monitor contractor safety and environmental compliance against the contract, permit conditions, and applicable OSHA and agency requirements, and escalate non-conforming conditions to resolution.
- Track cost, progress, and quantities against the approved budget and schedule, and forecast where the contract lands so the program can act while options are still open.
- Chair progress meetings, site walks, and issue resolution sessions with the contractor, the designer of record, and third parties, and drive open items to documented closure.
- Coordinate interfaces with utility owners, railroads, adjacent contracts, and airport or transit operations groups so construction phasing keeps facilities in service.
- Document field conditions, directives, and determinations, and support the program’s response to notices of potential claim and dispute resolution.

About this role
Luster National is building a talent pool for Construction Managers to lead large, complex heavy civil infrastructure programs—highways, bridges, transit systems, airports, and water projects across the Los Angeles area. This is a contract position filled in advance of project needs; when you're selected, your profile enters the active pool and you'll be notified first when work becomes available. The role demands someone with at least ten years managing $500M-plus projects on behalf of owners or agencies, with proven ability to oversee contractor performance, administer contracts, resolve field issues before they escalate to claims, and keep cost, schedule, quality, and safety aligned.
Day-to-day, you'll manage an assigned construction package or group of contracts from preconstruction through closeout. That means administering submittals and change orders, evaluating contractor pricing and proposals for entitlement and impact, reviewing CPM schedules for critical path and sequencing, coordinating inspection and quality assurance staff, monitoring safety and environmental compliance, and chairing progress meetings and issue resolution sessions with contractors, designers, and third parties. You'll also track budget and progress forecasts, coordinate interfaces with utilities and transit operations to keep facilities in service, and document field conditions and directives to support dispute resolution if needed.
The position requires a bachelor's degree in construction management or civil engineering and substantial experience on publicly funded heavy civil work. You'll need fluency with construction management software like Primavera P6 or Unifier, Microsoft Office, and OSHA standards. Advanced certifications (CCM, PMP, PE), a master's degree, and experience leading owner's teams or managing multi-billion-dollar programs are preferred. The salary range is $130k–$200k annually.
