Description
About the Positions
We’re seeking Assistant Project Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. These positions carry assigned task orders on transit and transportation capital programs through all phases of the project, holding contractors and design consultants to the cost, schedule, quality, and contract commitments they signed up to, and working alongside the Project Manager accountable for the program as a whole. If you have run a scope component end to end on a transit or transportation program and can defend a position on a change or a delay with the record behind it, this is the seat.
This post is for future roles and not for a specific opportunity that is available right now. We accept applications and conduct interviews in advance of upcoming hiring needs. When a candidate is selected, their profile is activated in our talent pool for this specialty area. We notify our talent pool candidates first whenever we have a project need.
Responsibilities may include, but are not limited to, the following:
- May lead assigned task orders on behalf of the owner through all phases of the project, from task order scoping and budgeting through design, construction, and closeout, coordinating the contractors and design consultants performing the work.
- Track cost performance against the approved budget, review contractor and consultant invoices and payment applications, and develop forecasts the program can act on.
- Monitor schedule updates against milestone and contract commitments, analyze critical path movement, and press for recovery where the assigned scope is slipping.
- Evaluate change requests, requests for information, and submittals for technical merit, cost impact, and schedule impact, and recommend a position to program leadership.
- Monitor contractor and consultant performance against quality, safety, and contract requirements, and document nonconformance so it gets corrected.
- Maintain the risk register for the assigned scope, evaluate mitigation options, and escalate program-level risks to the Project Manager while there is still time to act.
- Coordinate design and construction submittal reviews across disciplines, including roadway, structures, and water and wastewater elements, and track comments through to documented closure.
- Coordinate construction phasing and access on active facilities, including traffic staging, service windows, and operational constraints.
- Coordinate interfaces with adjacent contracts, utility owners, railroads, and other third parties so the assigned scope stays aligned with the rest of the program.
- May lead client and stakeholder meetings and deliver progress reporting on scope, cost, schedule, and risk, with the supporting documentation behind every number.
- Administer contract documents and program controls procedures, and maintain the correspondence, decision, and action item record so program positions hold up under audit and claim review.
Attributes
- Excellent written and verbal communication and interpersonal skills.
- Excellent multi-tasking and organizational skills.
- Collaborative mindset that fosters teamwork, trust, and positive relationships.
- Natural curiosity, problem-solving abilities, and a commitment to continuous improvement.
Minimum Qualifications
- Bachelor’s degree in civil engineering, construction management, construction engineering, or project management, or related field, or equivalent combination of education and experience.
- 5+ years of transit and transportation project management or construction management experience for large (>$500M), complex, heavy-civil infrastructure projects.
- Experience delivering work under a multiple task order contract, including task order scoping, budgeting, and status reporting.
- Project controls experience on a capital program, including cost and schedule performance tracking, budget forecasting, and review of contractor or consultant invoices.
- Working knowledge of construction contract documents and of the submittal, request for information, and change order processes.
- Experience coordinating project meetings and maintaining action item, decision, and correspondence records on a public agency capital program.
- Experience with industry standard project / construction management software (e.g., Primavera P6, MS Project, Unifier, Kahua, etc.).
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
Preferred Qualifications
- Master’s degree in civil engineering, construction management, construction engineering, or project management.
- OSHA 10-Hour Construction Safety certification.
- Active professional certifications such as CCM (CMAA) and/or PMP (PMI).
- Experience serving as the owner’s assistant or deputy project manager on a package exceeding $100M in construction value.
- Experience managing scope, cost, schedule, quality, and risk on a capital program valued at $1B+.
- Experience mentoring project coordinators or junior program office staff.
- Experience with asset management, content management, or fare collection systems (e.g., Maximo, Documentum, Captiva, EMV/PCI fare payment platforms, etc.).
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

About this role
Luster National is building a talent pool for Assistant Project Manager roles supporting major transit and transportation infrastructure programs—highways, bridges, airports, rail, and water systems across the Washington, DC area. This is advance recruitment for future openings, so you'd be interviewed now and activated when a project need arises.
The work centers on managing assigned task orders end-to-end through design, construction, and closeout. You'd track cost and schedule performance against contract commitments, review invoices and change requests, monitor contractor and consultant quality and safety, and escalate risks to the Project Manager. The role demands someone who can defend positions with documentation, coordinate across multiple disciplines and third parties, and deliver credible progress reporting to stakeholders. You'll need strong command of project controls—budget forecasting, critical path analysis, submittal coordination—and fluency with tools like Primavera P6 and the Microsoft Office suite.
This seat requires at least five years managing large, complex heavy-civil projects (over $500M) in a transit or transportation context, ideally with experience as an owner's representative on task order contracts. A civil engineering or construction management degree is the baseline; advanced certifications like CCM or PMP, and experience on $1B+ programs, would strengthen your candidacy. The salary range is $95k–$170k annually, and the position is contract-based, in-office in DC.
