  • Develop and oversee project budgets and schedules associated with permitting and natural resources work
  • Coordinate wetland delineations, natural resources evaluations, field studies, and other technical investigations necessary to support permitting and environmental compliance
  • Support projects involving ecological restoration, infrastructure repairs and replacements, bridges, culverts, dams, redevelopment, and other water and infrastructure improvements
  • Manage multiple permitting projects simultaneously while maintaining schedules, budgets, quality, and client expectations
  • Build and maintain productive relationships with state and federal regulatory agencies, municipalities, regional planning agencies, watershed groups, and other stakeholders
  • Mentor and train early-career natural resources professionals in environmental permitting, regulatory requirements, and project management
  • Collaborate with Fuss & O’Neill’s multidisciplinary teams to integrate natural resources and permitting considerations into project planning and design.

About this role

Fuss & O'Neill's Water and Natural Resources team is looking for an experienced environmental permitting professional to lead Massachusetts permitting efforts across a range of infrastructure and restoration projects. You would own the full lifecycle of permitting work—from strategy and application development through agency coordination and final approval—while managing multiple projects simultaneously. The role demands strong technical knowledge of Massachusetts environmental regulations (MEPA, Wetlands Protection Act, Section 401/404, and others) and the judgment to navigate complex permitting requirements that affect project timelines and design.

This position sits at the intersection of technical expertise and project leadership. You'll coordinate closely with regulatory agencies, municipalities, and internal teams of scientists, engineers, and designers to move projects forward, while also mentoring junior staff in permitting and regulatory compliance. The work spans diverse project types—bridge and culvert repairs, dam infrastructure, ecological restoration, and redevelopment—so you'll need strong organizational skills and the ability to juggle competing priorities without losing sight of budgets, schedules, and client expectations.

The role is hybrid based in Hartford, Connecticut, with a salary range of $100,000 to $135,000. The company emphasizes work-life balance, flexible scheduling, comprehensive health benefits, and professional development opportunities. You'll need a bachelor's degree in Natural Resources or related field and at least seven years managing environmental permit submissions; a PWS certification or established relationships with state agencies and municipalities would strengthen your candidacy.
