Description
SpaceX was founded under the belief that a future where humanity is out exploring the stars is fundamentally more exciting than one where we are not. Today, SpaceX is actively developing the technologies to make this possible, with the ultimate goal of making life multiplanetary and expanding consciousness to the stars.
SpaceXSI is building Super Intelligence to help humanity understand the universe. Our teams are building the full Super Intelligence stack: from our Colossus supercomputers, to Grok models, to our suite of applications, including Grok Bot, Grok Build, Grok Imagine, Grok Voice, and X. We're creating a powerful flywheel where more compute trains better models, better models power more useful products, and what we learn from people using those products shapes what we build next.
ABOUT THE ROLE:
As Regulatory Legal Counsel, EMEA, you will advise on platform, AI and digital regulation that shapes how X, Grok and other SpaceXSI products are built and operated across Europe, the UK, the Middle East and Africa. Europe and the UK have some of the most demanding and actively enforced regulatory regimes we face, including the EU Digital Services Act, the UK Online Safety Act and the EU AI Act. You will turn complex obligations into clear, practical advice and implementation plans, and work hand in hand with Safety, Product, Engineering, Policy, Compliance and our other Legal teams to deliver them.
This role is for someone who enjoys being close to how products actually work, can move quickly between legal analysis and practical implementation, and is comfortable engaging with regulators.
RESPONSIBILITIES:
- Advise on implementation and compliance with EU, UK and other EMEA digital regulations, with a focus on the EU AI Act, Digital Services Act (DSA), the UK Online Safety Act (OSA), the Audiovisual Media Services Directive (AVMSD) and national implementations such as Ireland's Online Safety Code, and of the eCommerce Directive.
- Support regulatory engagement and investigations with the European Commission, the EU AI Office, Ofcom, Coimisiún na Meán and other regulators, including requests for information, risk assessments, audits, consultations, transparency reporting and enforcement proceedings.
- Work cross-functionally with Safety, Product and Engineering to assess new features and AI products against regulatory requirements, including systemic risk and illegal content risk assessments, age assurance and protection of minors, content moderation and user reporting flows, advertising transparency, researcher data access, and AI transparency and labeling obligations.
- Track and analyze new legislation, codes of practice, guidelines and enforcement trends across EMEA, and explain what they mean for our products in clear, practical terms.
- Help build scalable processes, templates and playbooks for regulatory compliance and product review.
- Partner with Compliance, Product Counsel, Privacy, Litigation and Policy colleagues to keep positions consistent across jurisdictions and regulators.
- Manage outside counsel effectively and cost-consciously.
- Selflessly and generously support what is needed in the legal department, even if it is unfamiliar.
- Adopt daily use of our AI products to accelerate learning and optimize productivity.
BASIC QUALIFICATIONS:
- Qualified lawyer of good standing ideally UK and/or EU
- Ideally 5+ years of legal experience in technology, platform or digital regulation, at a top-tier law firm, in-house at a technology company, or at a regulator.
- Strong working knowledge of the DSA and/or UK OSA; we don't expect every candidate to have deep experience in every framework listed above, but some combination thereof.
- Strong understanding of the legislative process and the technology industry.
- Exceptional communication skills and the ability to explain complex ideas in a succinct and impactful manner.
- Ability to work effectively with technical and non-legal teams and to understand how products work.
- Strong sense of ownership, sound judgment and the ability to manage multiple priorities in a fast-paced environment.
- Commitment to being in-office 5 days/week.
PREFERRED SKILLS AND EXPERIENCE:
- Experience with the EU AI Act, AVMSD or Ireland's Online Safety Code.
- Experience responding to regulatory requests for information or investigations from the European Commission, Ofcom or Coimisiún na Meán.
- In-house or secondment experience at a social media, consumer platform or AI company.
- Familiarity with GDPR, consumer protection and advertising regulation.
- Contentious experience is a plus
- Additional European languages are a plus.

About this role
Xai is seeking a Regulatory Legal Counsel for its EMEA region to navigate the complex and rapidly evolving digital regulation landscape across Europe, the UK, and Africa. You'll be the primary legal advisor on how the company's AI products—including Grok and X—comply with frameworks like the EU AI Act, Digital Services Act, UK Online Safety Act, and related national regimes. This is a role that demands both deep regulatory knowledge and the ability to translate that into practical implementation; you'll work closely with Safety, Product, and Engineering teams to assess new features, manage regulator engagement and investigations, and build scalable compliance processes.
The ideal candidate is a qualified lawyer with at least five years of experience in technology or digital regulation, ideally from a top-tier law firm, in-house tech role, or regulatory body. You should have solid grounding in the DSA and/or UK OSA, understand how the legislative process works, and be comfortable explaining complex legal obligations to non-lawyers. Strong cross-functional collaboration skills are essential—you'll need to understand how products actually work and move fluidly between legal analysis and real-world problem-solving. The role requires full-time, in-office presence in London and a willingness to adopt the company's own AI tools as part of your daily work.
