Description

About the team

This role is offered on an initial 18 month contract

Join our Transformation & Technology Services team – a centre of excellence at the heart of how we improve the way the NMC works.

We bring together expertise in process management, legal and operational capability, quality assurance, continuous improvement and change. We’re curious about what’s possible, including the opportunities created by new systems, tools and we work hands-on with teams across the organisation to turn good ideas into meaningful, sustainable change.

Our work reaches across the organisation, helping to make regulatory processes more timely, effective and consistent, while improving the experience of everyone involved. We combine strategic thinking with practical delivery – embedding ourselves in teams, solving complex problems and making change happen.

Now, we’re looking for an exceptional leader to help shape the future of our legal services.

Please view our statement on our careers page which gives further detail on how this role will help build the future vision of Legal Services at the NMC. You'll find this next to the job description section.

Your role & impact

This is a rare opportunity to shape how legal services are delivered across the NMC.

As Head of Legal Services Transformation, you’ll provide strategic leadership for the design and implementation of our future legal services operating model. Working closely with the General Counsel, senior legal leaders, People and Culture and colleagues across the organisation, you’ll turn an ambitious vision for legal services into a sustainable, high-performing reality.

You’ll lead the transformation of our legal services provision – looking at structures, processes, capability and ways of working, and ensuring they are fit for both today and the future. You’ll develop evidence-based options, shape design principles and governance, identify opportunities for greater effectiveness and help senior leaders make confident decisions about the future of the function.

But this role is about much more than designing a new model. You’ll lead people through change.

You’ll develop compelling approaches to engagement and change, build confidence and commitment across the legal profession, and make sure transformation is successfully adopted and sustained. You’ll work across organisational boundaries, bringing together different perspectives and creating the partnerships needed to deliver lasting impact.

You’ll also work with the General Counsel as Head of Profession to build a modern approach to legal capability, continuing professional development and knowledge management – creating the conditions for lawyers and paralegals to thrive, learn and deliver consistently high-quality legal services.

It’s a role with genuine influence and visibility. You’ll advise senior leaders, work closely with the Legal Services Steering Group and help shape a legal profession that is resilient, innovative, continuously learning and equipped for the future.

If you’re excited by transformation, enjoy bringing people with you and want to make a tangible difference to how a legal function operates, this is your opportunity to make your mark.

What you’ll bring

You’ll be an experienced transformation leader with a strong understanding of legal and regulatory environments and a track record of delivering significant change in complex, high-stakes settings.

You’ll bring:
  • Extensive senior management experience leading and delivering large-scale transformation, with a strong focus on achieving outcomes in challenging environments.
  • A proven ability to design and implement change using evidence, insight and subject matter expertise – and, crucially, to help people embrace and make the most of that change.
  • Strong expertise in legal and regulatory processes, with the credibility to work confidently with senior legal professionals and leaders.
  • A current practising certificate as a solicitor or barrister.
  • Excellent judgement and the ability to balance competing priorities, risks and perspectives to make clear, evidence-based decisions.
  • The ability to build strong relationships and bring people together around a shared goal, listening to diverse perspectives and creating constructive outcomes.
  • Strategic vision combined with a practical, delivery-focused mindset – you’ll be just as comfortable shaping the future as you are getting into the detail needed to make it happen.
  • A genuine commitment to continuous improvement, learning, innovation and inclusive ways of working.
Above all, you’ll be someone who brings clarity to complexity, inspires confidence in change and is motivated by creating a legal service that is fit for the future.

About this role

The Nursing and Midwifery Council is seeking a Head of Legal Services Transformation to lead a fundamental redesign of how legal services operate across the organisation. This is an 18-month contract role within the Transformation & Technology Services team, reporting to the General Counsel. You'll own the strategic vision and practical delivery of a new legal services operating model, working across structures, processes, capability and ways of working. Beyond design, you'll lead people through significant change—building engagement, securing buy-in from legal professionals, and embedding new approaches so they stick. You'll also partner with the General Counsel on developing modern approaches to legal capability, professional development and knowledge management.

The role demands someone with substantial transformation leadership experience in complex, regulated environments, combined with genuine credibility in legal and regulatory settings. You'll need a current practising certificate as a solicitor or barrister, a track record of delivering large-scale change in high-stakes contexts, and the ability to move fluidly between strategic thinking and hands-on problem-solving. Equally important is your capacity to build relationships across organisational boundaries, listen to diverse perspectives, and bring people with you through uncertainty. You'll have genuine influence, advising senior leaders and shaping the future direction of the legal profession within the NMC.

The salary ranges from £81,924 to £97,879. The role is hybrid, based in London with an expectation of two days per week in the office. Benefits include 30 days annual leave, enhanced pension contributions (8–14% employer match), life insurance at 4x salary, enhanced parental leave, and access to employee assistance, cycle to work and season ticket loan schemes.
