[What you will be working on]

Design end-to-end user journeys for assigned product areas, from initial discovery through to delivered interfaces, partnering with product managers and engineers to ship features that improve submission workflows.

Execute user research to understand how building professionals navigate regulatory requirements, translating insights into clear opportunities, journey maps, and design solutions.

Partner with domain experts and agency stakeholders to simplify complex policies and approval processes into intuitive experiences that reduce errors and rework.

Deliver accessible, consistent interfaces within the CORENET X design system, maintaining coherence across a multi-product programme serving diverse user groups.

Translate research findings and product analytics into evidence-based design decisions, articulating trade-offs clearly to cross-functional teams and stakeholders.
[What we are looking for]

Growing experience owning UX or service design work for digital products, with demonstrated ability to move from problem definition to shipped solution with increasing independence.

Strong systems thinking that helps you navigate ambiguity within a defined scope, connecting user needs to technical and policy constraints.

Clear communication and facilitation skills that enable you to align product managers, engineers, and business stakeholders around shared understanding.

Practiced ability to plan and conduct user research, then translate findings into design decisions you can defend with evidence.

Preferred background: experience in government, regulated industries, or large-scale digital transformation programmes.

About this role
GovTech is seeking a Designer to lead end-to-end design work on CORENET X, the Building and Construction Authority's programme to digitise how Singapore's built environment sector submits and manages building plans and permits. You'll own design from discovery research through to shipped solutions, working across multiple agencies to translate complex regulatory processes into intuitive experiences for architects, engineers, and building professionals. This role requires you to move with growing autonomy from problem definition to delivery, conducting user research, simplifying policy into usable interfaces, and articulating design decisions to cross-functional teams.
The ideal candidate has growing experience shipping UX or service design work, with demonstrated ability to move independently from problem to solution. You'll need systems thinking to navigate ambiguity within scope, connecting user needs to technical and policy constraints. Strong communication and facilitation skills are essential—you'll align product managers, engineers, and stakeholders around shared understanding. Practical research skills matter: you should be able to plan and conduct user research, then defend your design decisions with evidence.
Experience in government, regulated industries, or large-scale digital transformation is preferred but not required. This is a full-time, in-office role where you'll contribute to Singapore's Smart Nation vision by making compliance clearer and submissions faster for industry professionals.
