About this role
UL Solutions is seeking a Program Owner to lead its EU Battery Regulation services globally, with particular focus on implementing Regulation (EU) 2023/1542 and developing Digital Product Passport verification offerings. This is a strategic leadership role that combines regulatory expertise, scheme development, and operational oversight. You'll define the service roadmap, establish governance and KPIs, and own the full lifecycle of certification schemes, procedures, and technical documentation. The position also requires you to shepherd UL toward Notified Body accreditation by coordinating with accreditation bodies, developing competency frameworks, and supporting assessments.
The role spans multiple dimensions: you'll lead scheme development aligned with evolving EU legislation and harmonized standards; design and oversee DPP verification methodologies covering data completeness, integrity, identifiers, and interoperability; manage the launch and operational execution of assessment services across certification, engineering, and laboratory teams; and represent UL in industry forums and regulatory discussions. Commercial responsibilities include supporting business development, positioning new services, and identifying market expansion opportunities.
This role suits someone with at least five years in certification, conformity assessment, product compliance, or regulatory affairs, ideally with direct experience in Battery Regulation and accreditation or Notified Body support. You'll need a strong foundation in ISO/IEC 17065, 17020, and 17025 standards, knowledge of European regulatory frameworks, and proven ability to develop or manage certification programs. The hybrid position in the Netherlands requires excellent cross-functional and stakeholder management skills to operate effectively in a global environment.
