About this role

Forsgren Associates is seeking a Water/Wastewater Project Manager to lead multidisciplinary teams through the complete lifecycle of municipal infrastructure projects—from planning and design through permitting, construction, and closeout. You'd manage complex water and wastewater systems including treatment facilities, pump stations, storage, distribution networks, and rehabilitation work. The role requires you to be both a technical leader and trusted client advisor, balancing regulatory requirements, budgets, schedules, and stakeholder concerns while overseeing quality and deliverables across your projects.

This position calls for a PE-licensed civil engineer with 8+ years of progressive experience in municipal water, wastewater, or utility infrastructure. You'll need demonstrated competence in project delivery across all phases, proposal development, cost estimation, and the ability to communicate effectively with clients, agencies, contractors, and internal teams. Beyond technical expertise, the role emphasizes mentorship—you'll coach emerging engineers and project managers while fostering a collaborative, accountable team culture and supporting business development through client relationships and pursuit of funding opportunities.

The Sacramento office provides an in-office work environment with collaborative spaces, on-site fitness facilities, nearby trails and dining, and team amenities. Compensation ranges from $130,000 to $200,000 annually, with a $10,000 sign-on bonus available. Benefits include medical, dental, vision, HSA options, generous PTO, and a 401(k) with employer contribution. This is a role suited to someone who wants visible community impact, values mentoring others, and seeks to grow with an established firm known for strong client relationships and strategic expansion.
