Description

About the Company

General Matter is enriching uranium in America.

Our goal is to design, build, and operate the world’s lowest-cost enrichment services in the United States.

Our mission is to restore America’s ability to produce nuclear fuel—fuel that will power AI, advanced manufacturing, critical industries, and the next generation of nuclear reactors.

Ultimately, our work will help power national ambitions and enable a high-energy society.

We were incubated by Founders Fund, like Anduril and Palantir before us, and are backed by top-tier investors. Our lean, world-class team of engineers and operators is applying a first-principles approach to solving the problem of nuclear fuel production.

We are a mission-driven company with a culture of urgency, accountability, and transparency.

Help us build a high-energy society by making the cleanest, safest form of baseload energy the most affordable.

About This Role

We are seeking an experienced Integrated Safety Analysis (ISA) Leader to shape the safety foundation for a new NRC-licensed uranium enrichment facility regulated under 10 CFR Part 70. This is a rare opportunity to expand our ISA program, influence facility design from early engineering through operations, serve as a key technical partner to the NRC, and develop a high-performing safety analysis team supporting a critical domestic nuclear fuel capability. We know that much of the safety analysis talent in this country was trained at DOE facilities and national labs under the Documented Safety Analysis (DSA) framework of 10 CFR 830 — a structurally similar approach to the NRC's ISA/IROFS framework under Part 70 Subpart H. If that's your background, your skills transfer directly, and we want to hear from you.

Responsibilities

Program Leadership

  • Build, own, and continuously improve the ISA program in accordance with 10 CFR Part 70 Subpart H
  • Develop program procedures, standards, tools, training, and risk-informed decision-making practices
  • Set the technical direction for ISA, IROFS, Management Measures, and the facility safety basis
  • Build, mentor, and manage a team of ISA engineers and safety analysts

Regulatory & Technical Execution

  • Lead the ISA Summary, Safety Analysis Report, license application materials, and responses to NRC requests
  • Serve as the primary technical contact for NRC audits, inspections, and review meetings
  • Lead hazard identification, accident sequence modeling, consequence analysis, likelihood determination, and PHAs using HAZOP, What-If, FMEA, and related methods
  • Oversee risk assessments for nuclear criticality, chemical and fire hazards, natural phenomena, and external events
  • Review and maintain IROFS and Management Measures, ensuring design and operational changes receive appropriate safety evaluation

Collaboration

  • Partner with engineering, operations, licensing, quality, and criticality safety teams to shape facility decisions from design through commissioning, startup, and operations
  • Advise company leadership on safety risk, regulatory strategy, and high-impact design decisions

Basic Qualifications

  • Bachelor's degree in chemical, mechanical, nuclear, or related engineering field; advanced degree preferred
  • 8+ years in nuclear safety analysis, process safety, or a comparable high-hazard environment, including 3+ years in a leadership or lead technical role
  • Experience developing or materially contributing to an ISA, SAR, or equivalent safety basis (NRC 10 CFR Part 70 ISA framework OR DOE 10 CFR 830 DSA framework)
  • Expertise in ISA and PHA methods such as HAZOP, What-If, and FMEA; familiarity with criticality, fire, and external hazard analyses
  • Experience working with regulators (NRC or DOE) and translating complex requirements into executable program
  • Excellent communication skills, both written and verbal, for conveying technical safety data to diverse audiences.
  • Ability to work collaboratively across engineering, operations, and licensing teams.

Preferred Skills and Experience

  • Direct experience with NRC 10 CFR Part 70 licensing and guidance, including NUREG-1513 and NUREG-1520
  • Experience with DOE nuclear facility safety basis development under 10 CFR 830 (DSA, Safety Significant SSCs, TSRs)
  • Experience with fuel-cycle facilities, enrichment operations, or nuclear chemical processes
  • Prior ISA, safety analysis, or licensing leadership at an NRC-licensed facility
  • Experience building safety programs in startup, greenfield, or rapid-growth environments
  • Knowledge of uranium enrichment technologies, vacuum systems, cryogenics, or compressible flow
  • PE, CSP, NRC criticality safety qualification, or other relevant credential

Additional Requirements

  • Ability to work extended hours and weekends as necessary.

The base salary range for this role is $190,000–$270,000 annually.

Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors. About this role

General Matter is building uranium enrichment capacity for the U.S. nuclear fuel supply, and this role puts you at the center of that mission. As Integrated Safety Analysis Lead, you would own the safety foundation for a new NRC-licensed facility from design through operations—developing the ISA program, leading hazard analyses, and building the safety basis that regulators will scrutinize. You'd serve as the primary technical voice with the NRC, manage a team of safety analysts, and shape critical facility decisions across engineering, operations, and licensing.

The role demands deep expertise in nuclear safety analysis under 10 CFR Part 70, with 8+ years of experience and at least 3 years in a leadership capacity. If your background is in DOE facilities under the 10 CFR 830 DSA framework, your skills translate directly—the analytical methods and regulatory thinking are structurally similar. You'll need hands-on proficiency in HAZOP, What-If, FMEA, and related PHA methods, plus experience working with regulators and developing or contributing materially to a safety basis document.

This is a greenfield opportunity with a well-funded, mission-driven team. The position is full-time, in-office in Los Angeles, with a salary range of $190,000–$270,000 plus stock options and standard benefits. The role suits someone who thrives building programs from the ground up, communicates complex safety concepts clearly to diverse audiences, and is comfortable with the regulatory intensity and extended hours that come with licensing a new nuclear facility.
