About the Role

Quantica Infrastructure is seeking a Campus Civil Engineer to lead pre-construction infrastructure planning and coordination for large-scale campus development projects for Datacenters. This role sits at the intersection of civil engineering, master planning, and construction readiness — translating site strategy into an executable infrastructure plan across grading, water, roads, utilities, and support facilities. The ideal candidate is a seasoned engineering leader who excels at managing consultants, coordinating across disciplines and stakeholders, and de-risking the path from raw land to construction mobilization.

Primary Responsibilities

Campus Infrastructure Planning

  • Develop phased infrastructure strategies to support campus buildout
  • Define infrastructure prerequisites required prior to construction commencement
  • Coordinate master planning activities across multiple engineering disciplines
  • Support customer onboarding and campus expansion planning

Civil Development

  • Coordinate grading, drainage, roads, and site utility development
  • Evaluate construction access and heavy-haul transportation routes
  • Manage civil engineering consultants and design reviews
  • Support easements, rights-of-way, and access agreements

Water Infrastructure

  • Support groundwater, well, and treatment evaluations
  • Coordinate water supply planning and infrastructure buildout
  • Oversee engineering consultants responsible for treatment and distribution systems
  • Evaluate construction and operational water requirements

Facilities Development

  • Support planning and development of warehouses, laydown yards, administration facilities, housing, and other support infrastructure
  • Review building concepts for compatibility with campus infrastructure
  • Coordinate multidisciplinary engineering scopes and studies

Construction Readiness

  • Identify infrastructure required before construction mobilization
  • Support early works planning and execution
  • Coordinate contractor access, staging, logistics, and temporary infrastructure
  • Support development of execution schedules

Permitting & Stakeholder Coordination

  • Track infrastructure permitting requirements and schedules
  • Coordinate with local, county, state, railroad, and utility stakeholders
  • Support environmental and entitlement activities
  • Maintain permitting and development risk registers

Ideal Background

  • Bachelor's degree in Civil Engineering (PE license preferred but not required)
  • 10–20 years of relevant experience
  • Background in one or more of the following: data centers, industrial campuses, mining infrastructure, LNG or energy facilities, semiconductor campuses, master-planned developments, or large transportation/infrastructure programs
  • Demonstrated experience managing engineering consultants and design reviews rather than personally producing detailed design
  • Strong track record coordinating across civil, water, permitting, and construction stakeholders on complex, phased developments
  • Comfortable operating in an early-stage, greenfield environment with evolving scope and fast-moving timelines

Compensation

The base salary range for this position is $125,000-$150,000, depending on experience, qualifications, and location. Actual compensation offered will be determined based on the selected candidate’s experience, skill set, and market factors.
