- Support field data collection, sampling protocols, QA/QC, and field documentation as needed.
- Provide technical guidance and mentorship to junior and mid-level staff.

About this role
Resource Environmental Solutions is seeking a senior regulatory professional to lead environmental permitting efforts for ecological restoration and mitigation projects across California. This Regulatory Specialist IV role requires someone with 10+ years of experience (or 8+ years with an advanced degree) navigating complex state and federal permitting requirements—particularly CWA 404/401, CDFW permits, CEQA, NPDES, ESA, and the 2008 Mitigation Rule. You'll independently prepare permit applications and regulatory documents, coordinate with agencies and clients, analyze field data to identify project constraints and opportunities, and translate regulatory requirements into workable project strategies. The position demands strong technical writing, GIS proficiency, and deep knowledge of California environmental disciplines such as wetlands, hydrology, threatened and endangered species, and stream morphology.
Your day-to-day work spans the full project lifecycle—from feasibility assessment through permitting, agency coordination, implementation, and closeout. This role suits someone who enjoys solving regulatory puzzles, building productive agency relationships, and shaping project strategy rather than executing routine tasks.
The contract position is based in Sacramento and pays $102,000–$125,000. It's designed for a strategic thinker who balances independent judgment with collaboration, remains detail-oriented under pressure, and is genuinely motivated by advancing meaningful environmental restoration work.
