[What you will be working on] 

About TradeNet

TradeNet is Singapore’s National Single Window for trade permit processing. It processes over 9 million permit applications annually across import, export and transshipment. As one of Singapore’s key trade systems, TradeNet is being brought in-house to strengthen technology ownership and long-term sustainability.

Designated as critical IT infrastructure, we favor simple, durable technology choices over the latest trends. We prioritize systems that are easy to reason about, operate, and maintain for the long term.

We operate with high autonomy. Engineers are expected to think deeply, exercise sound judgement, and take ownership of technical decisions.  You own the code from technical design through to production. We practice and value honest feedback, practical decision-making and real impact.

What you'll do

  • Drive technical programme alignment across TradeNet, ensuring that priorities, milestones, risks, dependencies, and decisions are managed with clear ownership and cadence.
  • Work closely with engineering, infrastructure, cybersecurity, product, and delivery teams to coordinate technical plans, support delivery readiness (including release, migration, and cutover planning), and ensure workstreams move together.
  • Manage programme-level technical risks, delivery risks, compliance considerations, and cross-team dependencies, ensuring that they are surfaced early and followed through.
  • Support risk and compliance management by coordinating inputs, tracking remediation actions, and maintaining visibility of programme-level obligations.
  • Run technical programme meetings and stakeholder discussions, including agenda planning, issue framing, decision tracking, and outcome follow-up.
  • Support Agile/Scrum ways of working across multiple engineering teams, empowering them to operate autonomously while ensuring cross-team alignment through standard rituals (sprint planning, reviews, and retrospectives).
  • Establish and maintain project management tooling (e.g., Jira, Confluence) across all workstreams, ensuring healthy backlog hygiene, cross-team dependency mapping, and programme-level visibility.
  • Translate complex technical issues into clear summaries for programme leadership and non-technical stakeholders.
  • Identify technical blockers and cross-team dependencies early, driving rapid  resolution by bringing the right people together, clarifying trade-offs, and tracking decisions.
  • Champion the adoption of AI tooling and automated workflows within project management processes, helping to foster an AI-first culture that enhances reporting, risk identification, and programme delivery.
  • Support continuous improvement in delivery practices, governance, reporting, risk management, and ways of working across the programme.

[What we are looking for] 

  • At least 8 years of experience in software development and ICT project management, technical programme management, delivery management, or a related role.
  • Experience managing delivery risks, technical risks, compliance obligations, audit items, security findings, remediation plans, or similar programme-level obligations.
  • Strong judgement and ownership to operate independently across multiple technical teams, stakeholders, and workstreams.
  • Technical fluency to work effectively with engineering, infrastructure, cybersecurity, product, and delivery teams.
  • Familiarity with cloud delivery, cybersecurity, compliance, and large-scale complex systems.
  • Strong stakeholder management experience with the ability to align different viewpoints, clarify trade-offs, and move discussions towards clear outcomes.
  • Clear communication skills, with the ability to explain complex issues simply to both technical and non-technical audiences.
  • Experience working with technical teams using Agile or Scrum practices, including iterative planning, delivery cadences, and cross-team coordination.
  • Familiarity with or a strong interest in leveraging AI tooling (e.g., AI-enhanced project management features, LLMs, AI coding assistants) to optimize workflows and support an AI-first engineering culture.
