Role Overview: The Program Manager will serve as a key leader in building and operating OneApp’s new Operations Project Management Office.
This role will act as the primary owner of the Program PMO layer, helping translate major strategic bodies of work into coordinated programs, connected workstreams, clear execution plans, visible milestones, decision pathways, and measurable outcomes. This role is both a builder and an operator. In the near term, the PMO will partner closely with the VP of Operations and Operations Manager / PMO Lead to stand up the PMO function, develop project standards, build operating practices, create templates and dashboards, and support the rollout of the PMO across the organization.
Over time, this role will manage complex cross-functional programs tied to OneApp’s highest-priority strategic initiatives. The ideal candidate is an experienced program/project management leader who can bring structure to ambiguity, influence without authority, build strong cross-functional relationships, and help leaders move from strategy to execution with clarity, discipline, and momentum. Details: Details: Job Title : Program Manager - Portland, OR Metro Location : Hybrid Salary : $100,000 annually Reports to : Operations Manager Work Hours : Full Time, Hours Monday-Friday 9:00am-5:00pm (your local time) PMO Buildout and Operating Model Development Partner with the VP of Operations and Operations Manager / PMO Lead to build OneApp’s PMO function from the ground up.
Help develop the PMO charter, operating model, project standards, intake process, scoping model, tiering framework, and fractional PM resource allocation model. Build reusable tools, templates, playbooks, dashboards, project artifacts, and operating rhythms. Help establish PMO standards for project charters, RACI/ownership models, RAID logs, decision logs, communication cascade plans, project closeouts, lessons learned, and Asana/project hygiene.
Support change management and leader enablement as the PMO model is rolled out across the organization. Help define what work should flow through the PMO and what should remain owned within departments. Program PMO Ownership Serve as the primary PMO owner for complex, multi-workstream programs tied to major company priorities.
Translate strategic priorities into coordinated program plans with clear workstreams, milestones, owners, dependencies, timelines, and decision points. Manage related bodies of work across departments, ensuring that connected projects remain aligned and visible. Maintain program-level visibility across status, risks, blockers, dependencies, decisions needed, and resource constraints.
Coordinate with Strategic Owners, Executive Sponsors, functional leaders, and assigned project managers to keep work moving. Ensure programs have appropriate governance, meeting cadence, reporting structure, and escalation paths. Cross-Functional Execution Support Partner directly with Strategic Owners to clarify the business problem, desired outcome, scope, success measures, stakeholders, and implementation path.
Build and maintain project/program plans that create clarity around ownership, sequencing, milestones, risks, dependencies, and decisions. Facilitate cross-functional meetings and working sessions with clear agendas, outcomes, follow-up, and accountability. Identify risks and blockers early and escalate unresolved issues through the appropriate decision pathway.
Help ensure cross-functional work does not stall due to unclear ownership, competing priorities, missing decisions, or poor communication.
