Allegheny Science Technology (AST) is seeking a Program Analyst to provide programmatic, analytical, and stakeholder coordination support to federal program offices responsible for energy infrastructure, grid modernization, and related policy initiatives. This includes a particular focus on the Applied Grid Transformation Solutions (AGTS) Program, which tests and validates innovative grid technologies prior to their deployment in the field, increases awareness of advanced grid solutions that can meet pressing industry needs, and drives standards that promote U.S.

leadership, innovations, and grid technologies in global markets. AGTS provides industry with the data, insights, and support to inform grid transformation, assess infrastructure investments, and advance U.S.

interests and influence in critical grid supply chains through three subprogram areas Transformation Toolkit, Testbed Network, and Strategic Pilots Evaluation. Duties

Responsibilities

: Program Management Support Coordinate program/team meetings: Schedule weekly and ad-hoc meetings with team members including drafting agenda as needed; Develop and distribute meeting notes with key updates, accomplishments, and action items. Monitor and analyze program progress, impacts, and related programs: Maintain situational awareness of related programs and activities within OE and across DOE, especially at CMEI and CESER, to deconflict and coordinate: Develop and refine program objectives, key performance indicators (KPIs), and analyze progress and impacts, including synthesizing project updates and quarterly progress reports. Draft communication strategy, materials, and required forms/templates for the AGTS program and projects: Identify high impact events and opportunities to amplify program impacts; Coordinate with the OE Comms team, other contractors, performers, national labs, and OE staff to develop graphics, branding, and materials; Develop talking points, presentations, and fact sheets as needed for the program and program areas; Draft updates for the AGTS webpage as needed.

Project Management Support Review project proposal annual operating plans (AOPs)/statements of work (SOWs) and quarterly performance reports (QPRs) to ensure consistency and accuracy of information per template guidance. Track project progress according to AOPs/SOWs, communicating with project performers, setting up bi-weekly, quarterly, and ad-hoc meetings as needed. Develop and distribute meeting notes with key updates, accomplishments, and action items.

Records management support: Manage and organize project files and deliverables according to OE records management guidelines. Stakeholder/Ecosystem Management and Tracking Tracking and Cataloging: Organize and update information related to AGTS program contacts: Support update and development of ecosystem mapping resources, such as the Grid Testbed Inventory, Innovative Utility Scan, including through use of ArcGIS and other tools. Outreach Support: Manage engagement with DOE, interagency, and external contacts, including identifying new contacts with AGTS equities; Organize and support meetings, including developing meeting notes and key action items.

Required Qualifications

: Bachelor’s Degree, 4-9 years of experience – additional years of experience or post-graduate degrees may be substituted for education or experience

Requirements

2 years of experience supporting the Department of Energy in a similar capacity and 3 years of experience supporting federal customers in a similar capacity, such as: Experience working with federal energy programs, state energy offices, or electric utility stakeholders. Experience supporting stakeholder engagement initiatives or intergovernmental coordination activities. Familiarity with federal grant programs or cooperative agreements related to infrastructure or energy programs.
